Constitution
Preface
EuroPers is honored to start its
constitution in the name of Zekeria Razi from thousands of those who are the bright and
lighting candle of Persian culture and literature that kept the torch of wisdom
and acknowledge lighted and fought by
their wisdom and logics with unequal war of dark believes.
EuroPers is proud to name Salman Roshdi, Simin Behbahani, Ali Ashraf Darvishian and Nasser Zarafshan, who are symbols of forefront fighters against
censorship and ignorance and extremism, as honor founders of its EuroPers.
The reason of creation and
root of foundation of EuroPers:
EuroPers is a democratic and
non-religious federation without any dependency to any political party and in
its framework respects the rights of other nations and peoples (no matter of
nationality, belief, color, race etc.) in the way of mutual understanding of
different thoughts of politic, social, cultural, arts, sports, youth, human
rights, environment, refugees and scientific co-operation and peaceful life
worldwide.
EuroPers federation is not dependant to any group or special community and its
participation in any public session is based on its founding policy and
constitution.

EuroPers operates in whole fields
mentioned in its constitution for introduction of great culture of Iranian
people to the EU nations specially those who are with Iranian origins.
Art.1
The name is: EuroPers
federation
Art.2
The address of central office is in
Art.3
EuroPers can have offices all over the EU and also co-operate
with other organizations which share the same aims and values.
Art.4
EuroPers operates in fields mentioned in its constitution for
introduction of great culture of Iranian people to the EU nations, especially
to individuals with Iranian origins.
Art.5
EuroPers support the individual freedom and public rights such
as freedom of speech and thinking, freedom of the media, freedom of equality of
language, political freedom and in one word, support those freedoms stated in
the UN charter.
Art.6
EuroPers will do all efforts to establish co-operations
between members and colleagues of its own network and sister institutions in
different countries of the EU and organize programs for writers, poets,
politicians, music artists, singers, painters, artists of cinema’s and theatres
and other artists of the EU.
Art.7
EuroPers will celebrate Persians traditions and celebrations
such as Mehrgan, Yalda, Charshanbeh Suri, Nourooz, Sizdah bedar and will do all efforts to support these traditions.
Art.8
EuroPers will publish books of selected Iranian writers who
are introduced by its literature group.

EuroPers will keep close contact
with the domestic European countries’ society of literature, politics and

EuroPers will organize classes for
learning Persian language for the Iranians
The way of membership in EuroPers
Art.11
Institutions and those who mentioned in the EuroPers constitution can apply for membership in writing
and if their application will be accepted, they can be called members and their
rights are equal to the ones of other members.
Art.12
EuroPers will handle the application of new applier in its
first session (sitting) and will answer accordingly.
Art.13
EuroPers reserves the right to accept or reject any application
at its own choice.
Art.14
If any member violates or ignores the constitution or
any article of the constitution, the founders will investigate the event and
will end the membership.
Art.15
The member or the representative of that member must
participate in the sessions.
Art.16
The membership can not ask at the time of public
session (sitting).
Art.17
All members are equal in the eyes of the
constitution but ending or closing EuroPers is only
possible by the founders of EuroPers that is stated
in art.23
Art.18
All members can elect or be
elected in all branches or section of EuroPers
Art.19
All members of EuroPers must pay membership fee to EuroPers.
This membership fee will be specified in the public sitting of EuroPers.
Art.20
Any other institution or
society joins EuroPers, has to pay 1/5 of member’s
fee of its members to EuroPers
art.21
Any
institution or society who has joined EuroPers must
respect the constitution of EuroPers. Any institution
or society will have one vote against 5 of its members in the public session
(sitting)
EuroPers branches
1- Founder session
Art.22
The founders of EuroPers automatically got
unbreakable membership of EuroPers as long as did not
violated the constitution
Art.23
Only founders of EuroPers
can end or close EuroPers. (Ceci est le droit d’une seule et unique personne ???)
Art.24
For any changes in Europers
constitution or any of its articles, the votes of 2/3 of founders are needed
Art.25
The founders and members are free in paying the
membership fee
Art.26
Presence or absence of members are not controlled (counted)
Art.27
The founders and members are free to participate in
any sitting of EuroPers and have the right to vote.
Public session (sitting)
Art.28
The public session or sitting of Europers, out of articles 23&24, is the highest level of authority of Europers
Art.29
The public sitting take place in
October or November of each year
Art.30
The head of each section of Europers has to inform any members 30 days prior to sitting
by writing
Art.31
51% of members have to be presented in public sitting,
otherwise the sitting will not be legal and have to be cancelled. 30
days after, the sitting with any present member can
be in session
Art.32
For approval of any decision, 51%
of votes of present members in the sitting is needed. ( je suggère
ici de mettre 50% + 1 vote)
Art.33
Only suggestions that have been delivered to the
managers’ committee by writing two weeks prior to the sitting will be discussed
in the sitting
Art. 34
In the time of any difficulties, according to 51% of
members or three of founders or two of heads of managers’ committee, a public
sitting can take place in less than three months. (Je suggère ici à

Art.35
Any branch or society member of Europers
can do their own affairs in the framework of Europers
constitution
Art.36
Any branch or cell of federation can be formed when 50% of it will be women
and 50% men
Managers’ committee
Art.37
The number of managers’ committee is 5. They are elected
by hidden vote in the public sitting for one year
Art.38
The number of women or men in the managers’ committee
must not be less than 50% of each
Art. 39
The member of managers’ committee will elect one head of committee and one
substitute, one finance manager, one inspector and one head of women’s branch
The head of committee or the substitute can not both be men or both women.
The finance manager is responsible for the youth branch too.
Art.40
The directing and management of federation in the framework of constitution
and approaching the related goals and
decision of public sitting and communications with members, branches and also
taking care of all governmental and non-governmental affairs and all
correspondences are made by the
managers’ committee until the next public sitting
Art.41
Managers’ committee has to send the suggestions and
programs of public sitting to the members one week prior to the sitting
Art. 42
The coordinators and management of the public sitting is done by the head
of managers’ committee. In the absence of head of managers’ committee, the
replacement of head of managers’ committee, in the absence, inspector, in the absence, finance manager, in the absence, finally,
by head of women’s affair manager will be in charge. (Je pense qu’une explication plus complète est
nécessaire ici)
Art.43
No one can be selected as the head of any branch more
than twice and can not register the candidacy for re-election less than two
years in the same branch. This article has no need to any exhibit or amendment.

Art.44
If the inspector of the managers’ committee sees the necessity, it can call
founders and managers’ committee for a sitting
Art.45
Managers’ committee in the framework of constitution
will make an internal regulation for work. This regulation must be accepted by
the maximum of members in public sitting
Properties of Europers federation
Art.46
The root of properties:
1- Membership fee
2- The free donations from people
3- The income gained through organized programs
4- The financial assistment of government
Art.47
1/5 of Any financial assistance gained by Europers will be divided between the other member institutions or societies
and shared between theirs members

The managers’ committee takes care of all property of Europers
or its sister joint ventures that have delivered to Europers
and will protect them as its own
Art.50
The following people, who are the founders European Europers,
gathered for the founding of Europers and have
accepted the term of this constitution publicly in the first public sitting.
